Basseterre, St. Kitts (MoPIEUDT NEWS) – Day 3 of the 2026 National Budget Address continued on Thursday morning (December 18, 2025), with the Minister of Public Infrastructure, Energy and Utilities, Domestic Transport, Information, Communications, Technology and Post, Hon. Konris Maynard, noting the enormous financial deficit that the St. Kitts Water Services Department has accrued due to its customers’ non-payment on their water bills in the amount of $21 million.

The statement followed the Minister’s synopsis of water service infrastructure investments, including the EC$50 million new Basseterre Desalination Plant, which he stated, would improve round-the-clock water service coverage from less than 25% to over 70% of households on its full commissioning.
Underscoring the magnitude of the investments made and required to improve water service islandwide, Minster Maynard urged all customers to pay their bills by stating:
“A reliable water system cannot be built on unpaid bills.”
